Hypothetically speaking, if one were to have an Athlon 64 say 3000 or 3200 (doesn't really matter aslong as the DDR standard is 400MHz) and that person wanted to overclock. Instead of buying high performance ram could one buy ram like this so that it has a load of headroom to overclock?

yes. It works very well. Seems like, though, that the ram you posted costs more than quality OC'ing ram would normally. That's why people tend to buy the good OC'ing ram instead of just upping the type of ram you're buying. But to answer your question, yes, it works.
