Loud psu fan on bios bootup

I have an asus mobo and an amd 3700+ processor. I started up the pc for the first time, and the heatsink fan is noisy as ****. Is this an unfixable problem or indication of poor pc put together?
 
If everything else is working it sounds like the fans or the fan plugs might be broken... dont take my word on it though. Wait for some more replys :p.
 
stock heatsink/fans are usually noisy since they have smaller fans spinning at high rpms. You can usually replace the fan on your heatsink, but on a stock cooler it would only decrease the performance of an already low end heatsink. Best best would be to upgrade to a bigger cooler, it'll not only perform better, but quieter as well.
