Default CM 690 noisy? Fan controllers?

My specs:
CM 690
Geforce 8800GT
Q6600
GA-EP35-DS3L ATX LGA775

This is my first computer build and I'm not sure if I read the manual wrong but for one of the case fans, I only plugged it into the power supply cause I couldn't find another spot on the mobo to plug that other wire into. I've heard that this can increase the noise level although I've heard from others that the CM690's stock fans are already noisy. Is a fan controller worth investing in? Cause this noise really bothers me sometimes. If so, which one should I get? Should I get some new case fans too?

Might be worth investing in a couple of decent fans. Scythe and Noctua are very quiet and antec tricools are not too bad either (though not as quiet as the first two).

The tri cools are quite, just when in slow mode.

Any recommendations for a particular fan from these brands? Or all of them the same noise level? It's a bit hard to tell since from the reviews on Newegg, lots of people give conflicting views of noise level for different fans
