Stock cooling would be fine for what the computer will be used for. Stock can even work for some overclocking, if need be.

okay try to get a 3600 brisbane. the windsor 3600 will not run any cooler than the windsor 3800, nor will it clock as high as the brisbane. sorry i didnt clarify that earlier.

I can't seem to find the 3600+ brisbane on tiger direct so I'll look at a couple of local stores prices. But if I can't find it should I just stick with the original Intel chip or would the windsor still be an improvement?

most micro atx will have on board graphics. which is fine for a basic build for your friend like you described.
that is an excellent system for 400 dollars.
