Case grounded when plugged in?

Very basic question, but I want to be sure. When you plug in computer case with PSU installed, case is grounded? So I get rid of static E by touching the case?

I want to install mobo today

Also the risers that came in the case look like bronze. I thought risers should be plastic. Can bronze insulate the mobo?
 
Yes, if the PSU is plugged in then you can ground yourself by touching the bare metal on the PSU or the case. Just make sure your not standing on carpet with socks on when you do this, because once you move you'll regain a charge (wear rubber soled shoes). Even better is to buy a wristband that will keep you from getting any static, they're pretty cheap.

Bronze is not an insulator, but the area the bronze touches the motherboard has no circuitry on it so there's nothing to worry about.
