Can I get a decent psu for under $40

Trying to throw a computer together and I would like to get a new PSU for it. I have one that came with the case but I've always heard those usually aren't to good. This one is a LIC 400w with 12v@14a and 12v2@13a (thats not enough is it?) The computer will be something like
e2180 @3.2ghz with a decent increase in voltage
evga 8800gt the overclocked one but not the super clocked one
2x2GB DDR2-800
1 or 2 hard drives and a dvdrw
your average skt775 mobo
Its been a while since I've been into building so all I recall is its good to get a psu with a good 12v, good efficiency, and a good name brand, but I don't know which brands are good now (looked at the guide but its about 1.5 years old). In any case I looked on newegg and saw these.

Are any of those good? Or is there a better deal out there?
 
Would you say thats better than the Raidmax? I had been leaning towards that since it has 37amps total 12v@20a and 12v@17a so theres some room for upgrades down the road. I wasn't sure about the brand rep though.
 
Saddly you don't add up the amps like that on a multi-rail. It probably has only 33 to 35Amp

Take a look at the psu Muffin posted. 400W and 30A. Thats 130W less than the raidmax, but only about 4 to 5A of actually Amps.

Also look at the efficiency.. All the ones, but the fsp, are 70%, whereas the fsp and antec are 80%. Thats your power bill.

Muffins a very good choice and the best so far, I'd add the antec 430 green. Its a 80% Bronze, so bout 85% but has no wall cord... greener that way, just use the old one. But its the same as the NEO.

I've heard nothing but bad about the CX430 from reviews.

The rest of the CX appear to be good and I can tell you from experience with my CX500. I would just avoid the 430
