A 9600 GT is not going to do you very well with the games you mentioned. I looked over a decent build at NCIX, but it would run over $600CAD (the CAD prices are much higher than the US prices).

No links (already closed the tabs), but it was something like:
Athlon II X4 620
Gigabyte 790GX ATX board
4GB Corsair DDR2
Antec 200 case
BFG 550W PSU
XFX 4770/5750
(hadn't picked out a hard drive)
