Default Buying a HDD Enclosure

I've been on and I've read horrible things from smoking controllers in enclosures to drives being fried. What I need is a dependable, durable external storage solution (backup, accessing frequently) for my desktop setup, and a dependable, durable external solution for mobile use (or technician use) with my Thinkpad. Should I go the HDD enclosure route or just get an external HDD (for the desktop). I don't want to spend more than 30 bucks on an enclosure, but I don't want an enclosure frying good drives. I'm on an EIDE setup (as I've had trouble dealing with SATA). Recommendations for 2.5 and 3.5 IDE enclosures are welcome.

My Specs.
MSI PT8-Neo-V Motherboard
512 MB PC3200 DDR Memory
Nvidia Geforce FX5200 PCI Graphics Card
M-Audio Audiophile PCI Audio Card
Airlink101 802.11g PCI Wireless Card
Western Digital 40GB (Master)
Western Digital 13GB (Slave)
Lite-On 815S DVD-RW
2 Case fans (one in a Slot).
