Default Buying a camcorder?

I wasn't sure if I should place this here so I hope I'm in the right spot. I'm looking to buy a camcorder, it will be used for recording nonsense stuff like filming my cat or family events etc. I don't need anything super high quality but would like to be able to get the data from the camcorder to my PC so I can make DVD movies. I have no idea where to begin but am hoping I can do this for under $300 US. I'd also like to get it retail at like CompUSA or BestBuy/Circuit City/Walmart. Can anyone help with a recomendation or tell me what I would need to be able to transfer video to the computer? Thanks for any help
