Building a PC for my dad, need input on parts

So my dads 8 year old computer is finally getting to slow for him, he asked me to build him one, since I just got done building one for me. He is a computer idiot, and I mean that in a nice way, its just he is old and never learned computers at all. He needs his computer, to pay bills on line, prints some papers or pictures once in a while and for him to get on the internet. I have come up with 2 different builds, I want the build to be pretty good even though he wont use it to its full potential. His budget will be under $500 or $600
First build :
