Default Building a PC for my dad, need input on parts

So my dads 8 year old computer is finally getting to slow for him, he asked me to build him one, since I just got done building one for me. He is a computer idiot, and I mean that in a nice way, its just he is old and never learned computers at all. He needs his computer, to pay bills on line, prints some papers or pictures once in a while and for him to get on the internet. I have come up with 2 different builds, I want the build to be pretty good even though he wont use it to its full potential. His budget will be under $500 or $600
First build :
CPU/MOBO
Newegg.com - Computer Parts, PC Components, Laptop Computers, LED LCD TV, Digital Cameras and more!
Case/ HD
Newegg.com - Computer Parts, PC Components, Laptop Computers, LED LCD TV, Digital Cameras and more!
Memory
Newegg.com - Kingston HyperX 2GB 240-Pin DDR2 SDRAM DDR2 1066 (PC2 8500) Desktop Memory Model KHX8500D2/2G
PSU
Newegg.com - Antec EarthWatts Green EA-380D Green 380W Continuous power ATX12V v2.3 / EPS12V 80 PLUS BRONZE Certified Active PFC Power Supply
and dvd burner ($25) Win7 ($100)

For a total of $440

Second Build

mobo/ OS
Newegg.com - Computer Parts, PC Components, Laptop Computers, LED LCD TV, Digital Cameras and more!
cpu
Newegg.com - AMD Phenom II X3 740 Black Edition Heka 3.0GHz 3 x 512KB L2 Cache 6MB L3 Cache Socket AM3 95W Triple-Core Desktop Processor HDZ740WFK3DGI - Processors - Desktops
memory/ Case
Newegg.com - Computer Parts, PC Components, Laptop Computers, LED LCD TV, Digital Cameras and more!
HD /PSU
Newegg.com - Computer Parts, PC Components, Laptop Computers, LED LCD TV, Digital Cameras and more!
DVD Burner ($25)
for a total of $545

So there is my 2 builds, dont need monitor yet or keyboard or mouse, so let me know what you guys think

Thanks for you time and input

Come on Cory, be nice to your Dad.

I'd get the first one. Hew wouldn't benefit from the second one.

If you don't need OS, then here's an option:
Newegg.com - LG Black 22X DVD+R 8X DVD+RW 22X DVD-R 6X DVD-RW 12X DVD-RAM 16X DVD-ROM 48X CD-R 32X CD-RW 48X CD-ROM 2MB Cache SATA 22X DVD Burner - Bulk LightScribe Support - CD / DVD Burners - DVD burner
Newegg.com - Western Digital Caviar Green WD6400AARS 640GB 64MB Cache SATA 3.0Gb/s 3.5" Internal Hard Drive - Caviar Green 640 GB
Newegg.com - IMC FX-087 All-in-one USB 2.0 Card Reader - card reader
Newegg.com - A-DATA S596 Turbo AS596TB-32GM-C 2.5" 32GB USB 2.0 & SATAII Internal / External Solid State Drive (SSD) - SSD
Newegg.com - Computer Parts, PC Components, Laptop Computers, LED LCD TV, Digital Cameras and more! - case/PSU/CPU/mobo/RAM
That comes out to $443 with free shipping. Best deal I could come up with, considering it's got an SSD. That should zip up the boot-up.
