ATX standard motherboard dimensions.

I am trying to make 3D models of standard ATX components At the moment I am working on the motherboard. In the document from formfactors.com they are not clear if the maximum heights from the motherboard are from the bottom surface or top surface of the motherboard. Can someone clear this up for me?

Also I am having trouble understanding the rear IO panel dimensions. I could probably figure them out myself but a little help would be nice.

Well I have concluded that they must measure from the bottom because if they were to measure from the top and the thickness were say 2mm then you could have problems. I guess it is still up in the air as there are arguments from both sides.
