Ok good thing then on the FSP, can't go wrong there. The actual process of putting the parts together your first time would probably take an hour or two depending on how fast a learner you are I guess. As far as overclocking go to overclock.net. That's where I hang out and you can learn a LOT there. Come back to me as well if you need help as well.
As far as dust it's very hard to keep out dust since you probably have at least one Intake fan in your Tower...which will take in the smallest dust you cant see flying in the air ( you know how sun rays show dust you cant see in the air?) I'm afraid you'll just have to clean your parts regularly with cloths and use compressed air.
Yes this set-up will run Vista but Vista is a resource hog still yet and you would game better in XP still for now.
Your 7600GT may have some problems being overclocked in vista as I know a lot of cards are like that. I still recommend XP for a while but yes Vista will work fine.
