No! It is for the chipset and other heat producing components, but not the CPU or GPU.
 
You still need fans for your case and CPU. Although the chipset is passively cooled, you should still have case fans to move the hot air dissipated by the heatpipe/heatsinks away and out of the case.

Passive cooling for chipsets is really good, because it replaces the tiny chipset fans, which are loud and often have a short lifespan.
