Default Am I bottlenecking

I just installed a evga gts450 graphx card as an upgrade for a 9500gt. I have vista 32 4 gigs of ram and a intel core 2 duo 2.0 board number is 0RY007 so i know i can only use core 2 gpu's can anyone tell me is my current processor is enough and what one I can upgrade to, i see alot of options but need a real solid upgrade of GPU, my pc is a dell 530.

If your having a problem with your new GTS 450 it probably because the 300W power supply in your Dell Inspiron 530 is inadaquate for the GTS 450. The GTS needs a minimum of a 400W power supply capable of producing 22 amps on the 12V rail. I would buy this or a newer more powerful computer. - Antec EarthWatts EA-500D Green 500W ATX12V v2.3 / EPS12V 80 PLUS BRONZE Certified Active PFC Power Supply

No I already put in a 600w psu that works and meets the req on each rail and everything. I just dunno why my sims 3 and wow still arent running much better then my old 9500gt ran them and the only thing i can think is its my processor holding me back but not sure.
