does being on a 32 bit lower the specs on it?

I built a new 32 bit system and didn't realize it when I got the video card that it was 64 bit

That's the memory bus that's 64-bit, which doesn't affect anything but the card itself.

Video cards can have 128-bit, 256-bit, 320-bit, 384-bit, or 512-bit memory buses.
But that is only the bus between the video card's GPU, and its memory. It doesn't affect anything else.
 
No, having a 64 bit/ 128bit/ 256bit etc. video card is not really effected by the amount of bits a processor can handle at once. Although having a 64 bit processor would probably yield better performance - it and the video card are different.
