Default $600 Budget Machine

Hello-

As a gift, I'm building someone a machine for around $600. I'm willing to go to near, but not above, $700.

The computer will primarily be for gaming, possibly DX11 games in the future. I already have a copy of Windows 7 Professional and he already has a monitor and peripherals (monitor is an LED 1920x1080).

Unfortunately, I have absolutely no clue as for parts. Can you guys recommend me any parts?

(I live in CA so I have to pay an 8.25% sales tax on all purchases from Newegg).

Thank you.

There are ways to improve this probably, but I didn't take too long to look, also there are probably better alternatives for you, since you live in California.
Is there a Microcenter or Fry's near you?

There is a Fry's near me. Also a Microcenter, but it's about half an hour away and really inconvenient.

EDIT: If bought from Amazon, I pay no sales tax.
