500$ build including monitor

my friend wants me to build him a comp with a ~500-550 dollar limit. he wants a monitor and keyboard as well.

mainly he will use it for storage (he has a laptop) and gaming. hes not hardcore or anything, he just wants to play like rome total war etc. what is the best i could do?
