The log looks better, just one question...what is USDA? - Is it something you installed yourself?

If it's something you use then fine, but if not, remove the following teo items:

O4 - .DEFAULT User Startup: notice.cmd.lnk = C:\Program Files\USDA\notice.cmd (User 'Default user')

O4 - .DEFAULT User Startup: toolbar.cmd (User 'Default user')
