Okay, I got my control panel back. Thank you. My daughter still can't log on to her desktop and I'm getting a pop-up that "PhotoGallery" is trying to load. I've no idea what this is...

You might just have to create her a new profile.

The photogallery may be in the startup.

Go to start, run type msconfig and press enter. Go to startup tab, click disable all then recheck your antivirus and reboot. Let me know if its gone or not.
