So I was given a Pocket PC from a friend and it has a lock code on it so I can't do anything with it. Can I reformat one of these?

You can do a hard reset with some combination of buttons - what model? (HP/Dell etc. generally provide the manual on their websites, and that'd be how you find the right combo for sure.)
