Not unless that's a service from your carrier. Those past conversations were stored on your phone's local storage.

I believe they back up through iTunes but not through iCloud.

Apparently, you are right (can you tell i don't have an iphone ).

As long as you did a backup through itunes, yes, it will restore your SMS messages, call history, etc. (providing that the conversations took place before you last backed it up).
