Even if I had to pay for it...does anyone have any suggestions as to
what I could or should do.

I would like to have or create my own website.

I would like to have nice functionality and quality aesthetic
backgrounds.

Do you know who I could talk to to get mine made for me to my
specific desires or is there a good "Make Your Own" website place on the
internet I could go to to build my own?

What are the good places? Or what should I do?

Lots of website builders out there that are non-tech friendly.

Off the top of my head, the big ones that come to mind:
WordPress
SquareSpace
Wix

I personally use Wix and enjoy it. They have an "easy editor" and more advanced editor so you can really customize anything. I have used Weebly in the past pretty successfully.
