it may be preferable to attach the camera to the inside

to make sure the bucket/container doesn't turn around the wrong way, you can tie rope to at least 3 points on the edge, and pull it down from underneath it

That would be VERY hard to do. Try swimming under water with a ballon.
 
well whatever you use be sure to let us know because i am curious myself as to how well the image quality will be or the effectiveness.
 
i was also gonna say a ziploc bag. just make sure that the bad is flat against the lens and not rippled for its a perfect picture and not blurry or obstructed. also be wary how deep you are putting this because the seal may pop because the deeper you go the more force will be on the bag.id also test it in the pool before you put the actual camera in it. like just put some thing in it, put it under water for a min, pull it out and if its dry your good.
