my friend who lived down at the beach said that they stay puffed up out of the water like that, and when you drop them back in from off the pier they pop and it's very loud. I thought that was sick.

It's part of it's defense mechanism. Puffer fish have the ability to inflate rapidly, filling their extremely elastic stomachs with water (or air when outside the water) until they are almost spherical in shape.

I know what a puffer fish is and how it works. I've seen them in all shapes and sizes.

I've just never seen anything like that.
