I have a program i made in Delphi that would do it, but it corrupted my internet settings and i had to use a program called winsock fix.exe to get my connection back, so i wouldnt recommend using it, after i ran winsock fix it did change my ip, now what i do to change my ip is to unplug the cable modem while i release the ip, that corrupted my connection also so i turned off the cable modem and ran winsock fix rebooted the computer and turned on the modem, renew the ip and it was changed.
