I live out in the country so it's different than city or even suburban life. But I've seen dog's go off for a week or so if a female is in heat. And you checked the animal shelters but did you check with Animal Control "The Dog Catcher". If a female is in heat and he won't leave then it's very likely the doggie cops were called.

Slaymate made an excellent point, try the Animal Control people. I have had a dog wind up there before years ago. And just keep doing what you're doing, flyers, calling shelters, word of mouth, etc.

And yes, as Trotter and Slaymate both said, dogs will just up and go if the fancy strikes them, no matter how happy they may be at home.
