you can setup your first server on an old PC (like my specs). That wouldn't cost much, depending on buying a server or just downloading something free. At first you can add peolple's accounts manually. If you want everything automatically you have to read some tutorials about it wich is free, too. But you have to pay to provide full domain names like www.xyz.com
