Yeah a good reinstall fix anything! If you dont want to do that try runnin adaware from majorgeek.com
Your butons and icons problem sounds like one that i just dealt with.
Turns out it was a setting on my firewall, Ad Blocking. I had to turn it completely off in order to have access to all of my buttons and icons online.
Reformatting and reinstalling is not always the best option.

download Internet Explorer from Microsoft's site and reinstall it

Use firefox. It is simply the best internet browser available. It's interface looks a lot like IE but it's faster, more stable, and currently not affected by spyware, adware, or popups.
