Changing: view as web page...

Hi there.

I've been trying to make my own Stardock theme, (www.stardock.com) and i was having trouble figuring out how to change everything. For instance, this annoying html window thing:

Can somone please tell me which file this is that doese this, so i can change it? Maybe make it darker?

I use windows 98.....and it's under the directory......

C:\WINDOWS\WEB

Note: It's a *.bmp file called wvleft.bmp and it's hidden.
