Default PC booting problems

every time at the moment when i boot up my PC, i will get power to the fans but nothing else, basically my fans boot up and run, but nothing loads from the Hard drive. Now, the power light and loading light both light up, but that is all that seems to happen. Usually after several tries it works, but some nights it wont work for several hours. Sometimes however, i will have it running and then there will be a 'jump' in the power, the computer acts as though it is restarting, but then it has this little problem of not loading anything.

or other times this will happen: i press the power button there is a quick 'boost' of power and everything boots for less than a second and then shuts off, the only noticeable sign of power is the loading light and power light at the front of my tower which flash for a breif second.

any help is greatly aprechiated

Open your case and check all the connections. Your power supply may also not be powerful enough to handle all of your hardware. Posting your specifications would help.

my power supply is 400W, which is why i didnt think that the PSU was the likely problem.

rest of my specs:
p4 2.4ghz, 800mghz FSB
768mb PC3200 DDR400
Asus P4C800 Deluxe MB
80gb SETA HD
ATI Radion 9700 Atlantis Pro 128mb
Audigy 1, 5.1 surround sound.

if there's anything else then let me know and ill post what i can. My computer is failing to boot at all at the moment.

Is there a overheating Sensor on the motherboard for your processor? if there is .this could be what is turning it off read your manual of your motherboard and see....could be simple fact that your frying your processer and its auto booting off!!!!!
