I'm not sure what the issue was honestly, but I finally got a chance to go back to the computer and it was no longer experiencing the issue. I'm assuming that it could have been one of a few different possibilities. That one of the steps I took the other day actually worked and maybe she just had to reboot the computer to get it to take. (Though I am pretty sure I had tried rebooting the computer after I was done). Or maybe that computer was experiencing some kind of hiccup with dns that day that resolved itself? Though she says it had been going on for a few weeks but waited to put in a request. And as far as I can tell she was the only person experiencing the issue. May be one of those mysteries we never know the answer to. But anyway the issue seems to be resolved for now thank you guys very much for your assistance.
