Security System Popping up

All of a sudden today I started getting a balloon popping up from the taskbat that says "Security System has detected spyware infection!" I tried running spybot and ad-aware and cannot get rid of it. If I click on the balloon IE opens to

"http://onlinestabilityscan.com/scan/index.php?affid=08100"

HELP PLEASE!
