What AV are you running?

That all depends on how the DLL is being used; could have been made to hook into an existing Windows service or another application and execute the functions in the unknown DLL if it is indeed malware.

It's Norton (I know not the best). I did some more digging and the file has been on the computer since 2014, but it's listed as being very new (last 10 months) on the untrusted list. At least the scan also said it had never been launched but God only knows when it was picked up now. Probably before I decided to write off Java completely. I'm assuming since it's never launched I'm okay but who knows. I guess being 3 years old means I would have seen some fallout from it by now. I'm just rescanning everything again tonight. Thanks for the help. I'll let you know what else I come up with.

You could try uploading the DLL to VirusTotal to see if any other AV's mark it as a threat, or if it's just Norton having crappy definitions.
