Removing a DLL file.

Location: USA I'm having troubles with removing this DLL file. I'm pretty sure that it is causing this popup that will not stop coming up. I have 4 pop-up blockers that are constantly on, and I've also used 5 different adware scanners to look for a way to get rid of this popup.

Anyhoo, the DLL is called 'assest.dll' and is located in C:\WINDOWS.

I want to delete this file, but when I try, it says:
Cannot delete assest.dll. Access is denied.
Make sure that the disk is not write protected and that the file is not
currently in use.

So, I then proceed to go to the Command Prompt, and type in this:

CD C:\WINDOWS
REGSVR32 \u assest.dll

I do this in hopes that it will unregister the .DLL file, but it says this instead:
Assest.dll was loaded, but the DllUnregisterServer entry point was not found.
The file cannot be registered.

Does anybody know how I can get rid of this pesty DLL file?

Also, if this helps any, the popup is from a place called: exclusive-xxx.info

Now, I do not visit any pornographic websites, but I'm not the only person using this computer. I've cleared my temporary internet files, cookies and history multiple times. Any help is DEFINITELY appreciated!
