Problems with IE

When I open up IE it shows up very weird. There is no text in the title bar (you know the big blue bar at the top of the page that says where you are) I can't right click anywhere on IE, and the menu bar is gone. Also, the tools, safety, and page icons on the bottom are gone. Basically the entire top of the page does not work. Any ideas? I have already run malwarebytes and avast. They have found nothing. Switching to firefox is not an option.

also does an antivirus scan scan all users on a computer or just the one your on at the moment?

Does clicking F11 do anything for you? Sounds like you might need to reset IE.

How to reset Internet Explorer settings

The Virus scan will scan all files, not all users. If the user accounts are password protected then it cant access those files from another account.
