IWP is a basic firewall which filters only incoming connections (kinda like the windows firewall) it doesnt filter outgoing connections at all its a very bad firewall considering it only blocks incoming connections, your options are:
1) get a normal firewall sygate/zonealarm are free and very good but outpost firewall pro is best however not free , disable it by openning norton and going to options-->internet worm protection, untick "enable internet worm protection" then youll be asked if you wanna disable it permantly or temporarly make it permanent
2) configure it, options-->internet worm protection-->program control , add all the programs that needs incoming connections (p2p/games/any server programs for example if you run an ftp server add it)
disabling IWP temporarly or permantly without installing a normal firewall isnt recommended , it will make your system very unsecure
