my sister has a problem?????helpme ????

My sisters laptop keeps popping up exe.explorer fail and her background shows up but no icons . I rebooted in safe and everything seems to work ok . But when I reboot to log back on it keeps giving me exe.explorer fails . I set up a system restore point but its still showing the same problem right after i log on for her ????? solutions out there anybody,anybody? It might be a virus but i scan for viruses in safe mode and nothing .

reformat/reinstall Windows.
