fresh os install, multiple mbamservice ip blocks from europe

Thanks you for your quick reply, Here is my initial post:
I am having the same problem as the initial poster, Mbam blocking multiple site 6+. I have done a trace on several on these Ip and they seem indeed to be malicious, Netherlands, Russia, germany and some are the same IP that have been spamming forums and are a problem. I formatted and reinstalled windows 4 times and every time the same issue occured, i removed utorrent because one of the ip was from utorrent as a spyware! However the problem persists.

I am will to take any steps nessesary to fix this, can you help? I have already run spybot, didn't help, TM Int Sec, Mbam full. I am awaiting your instructions. Note that I am using windows 7 Retail 64bit, but that the same issue occurred in 32bit windows 7.

No they are not, coming from Russia, Netherlands and Germany: I traced the one from Russia to be an Ip that has been harassing multiple forums and on their MVP list for spammers, Ill link three for you to look at if you'd like, first being the Russian one i just referred to.

Russian: I cannot find the ip right now, i can start monitoring and find it.. problem is Mbam is not generating a log so i have a few seconds to record the notification before it vanishes,

Netherlands: many hits that this Ip has been spamming forums

I have checked out your link, I read every post, i was there earlier too and read half way. When i installed the 32 bit that we have from the office I was getting crashes every time i restartedm that with all the Ips there i was thinking I have something going on here. I want your help to find some kind of tool that will search my system and remove these vulnerabilities or malware or trojan that my other Anti-Vir, anti-malware, and anti-spy wont find. I think there is some really clever code here. Its a full retail copy that i have installed (Oem).
 
If you just installed the OS and haven't been anywhere to get infected, I'd say you are fine. You can always run combofix, malwarebytes, and hijackthis and I can take a look
 
Ok i can do all that, right now besides the blocked IPs im having major perhaps DNS problems. I would be so grateful if you can help me solve this issue. It happened after i formatted and installed windows 7, problem existed briefly in the past on vista and went away. Some pages say page not found from google, many are loading very slowly taking along time to lookup. I have increased my half open connections through patch, and I am reaching no where near my max Dl/Up speed so that cannot be the issue. What test can I run and paste results here that might help us diagnose? This is what happened wen i hit submit reply on this post:
