Cpu usage too high

Dear I have a problem that my CPU Usage is too high often 50% and 60% consistent whenever i run any application. This results in extreme slowing down and even the mouse dosnt move smooth as a result. Kindly tell me the solution of this problem.
The specs are as under:
Intel(R) Core(TM) 2 CPU
T5500 @ 1.66Ghz
1.66Ghz 0.99Gb of RAM

You may need to change the heat transfer gel on your processor and heat sink. If you do this you will need to clean away the old Heat transfer gel (don't use water) before putting new Thermal transfer gel/paste; which should be spread evenly on the Processor. (make sure not to get any on the pins of the processor)

Also you will need to clean the heat sink,preferably with a vacum cleaner and around the processor port before you remove the processor, but use a small brush head and be cautious. After that the heat and air should be able to circulate again and cool the processor.

If this is not the problem, then you may need to take out your BIOS Battery for a few minutes before putting back in again. And once you boot up just press del on your keyboard and look for the option to set to settings to default in the BIOS display panel.

Dear Mr. Orisis, the problem persists. High CPU Usage resulting in very rough and unsmooth movement of mouse. Now what to do??

Dear Mr Osiris
Running any application results in high usage.For example, when i execute IE , the usage shoots to 60% and so on. And If I play some music in Windows media player, the result is the same.
What should i do???

And also my Hard disk gives some noise while running, a little...Can that also be a cause?
