Where do I install a Lanugage Pack?

Hi, I've been visiting some foreign sites and most of them require me to install a language pack to fully display all the language characters on the page. When prompted to install a language pack, I press "Install". Then the computer tells me that I need a "Windows XP Home Edition Service Pack 2 CD" to proceed with the language pack installation. I bought this computer from Ibuypower, and they didn't give me the original Windows disc when they shipped the computer out. How should I go about to install language packs?
