Well the only way to get onto somebody else's network if they have a password on it, and they haven't given it to you, you'd have to do some sort of password brute forcing or network penetration which is illegal, unless you were hired to do it by a company (i.e. ethical hackers or penetration testers).
 
if you know how many specific devices connect ot your network (the same ones over and over) and your router supports it, you could also use a MAC filter. Those certainly come in handy :D i had to set one up for my cousin, people were getting on his wifi and he is TERRIBLE with passwords.
 
So, quasi related, if you know all the users connecting to your WiFi, is there a way to disable their access during a certain period of time (I need to keep the kid off the Internet after 9:30 p.m. and don't want to pull the plug on the router as it'll kill my Netflix streaming on my PS3).
 
Look into the QoS (Quality of Service) settings of the router.

A lot of routers have some sort of filtering / time management available.
