are the network speed tests useless with isp managing the networks?

if comcast and other ISPs are able to manage their network wouldnt they be able to adjust the bandwidth every time you run the speed test to make it appear faster and then put you back to the end of the line?
 
i know they are but dont your ISP see what webpages you are acessing and if they see you are acessing the speed tes they can adjust the bandwidth for the duration of test so it seems faster.
 
While they can see where you go on the internet it wouldn't do them any good to 'give more bandwidth' while going to those sites. Why, well the first reason would be there are hundreds of sites you can test your speed at, new ones pop up every week so it wouldn't be feasable for them to continually update that list. Secondly, it would be very very easy to tell if they were fudging your speed because other downloads would be slow. So if you think your speeds aren't accurate do some downloads from various sites to see how long they take. Yes part of that speed is determined by the server you are downloading from but for the most part you could tell.
