kb/s connection speed

I have AOL dial-up ISP. When I connect at 26. or 28. kb/s, I have a good speed surfing the web.When I connect at 42. or 44. kb/s
I get a terrible connection!! Very S l o w !
Why is the connection good at 26. or 28 kb/s, and terrible
at 42. or 44. kb/s ??
Can I control which speed I will connect at ???

Do you pay for 2 ISP's?

depends on your telephone line. I heard that if the line is fuzzy or in bad condition, the speeds will be slower.

(I do not use dial-up, i just read that info from a website)

Is that two ISP's for one computer, I wouldn't suggest that, unless there pay-as-you-go connections, which I'm guessing they are. Read this seems a good article.
