IP scanner

I believe an IP scanner is a device to show vunerabilities in ports. (unsure) I do not know if this question should be here, or at Virus Detection. What exactly is the actual threat level of being scanned?

An IP Scanner is a program that pings IP addresses from a given range and tells you if the machines using them are online or not. Different responses are given depending on the status of the recipient's ports, which can be open, closed or non-responsive.
