Internet Content Filtering

I am setting up a network and am looking for a server-side internet content filtering system. The network includes interconnected Mac OS X, Windows XP, and Windows 2000 server computers. Initially, I had settled on having them all connect through an router that utilizes a server like Netopia (or similar).

However, my dilemma is that the internet connection is Direcway 2-way satellite. My fear is that the query to a remote content filtering database, like Netopia, will make the latency (which is already significant) absolutely unbearable. Is there a hardware router that stores blocked addresses locally and only updates periodically? Is there a product or add-in for Windows 2000 Server that could work (essentially making Windows 2000 a router with content filtering)?

Any ideas on the best implementation are greatly appreciated!
