I need a step by step for win98se and ie password/user problem

can someone give me a step by step on how to add this to my registry. I updated windows 98se and now my username password urls don't work. I have saved this file as a reg extension and when I double click I get get a wrong format to add to registry error

I fixed it . I downloaded an executable file and ran it and it changed my registry
