How Open Blocked Sites

i hav a question , that is i am living in United Arab Emirates here lot of sites are blocked i have some usefull website also.. coz they banned such site, i dont want to open any porn sites, just for an example in internet there is lot of useful site in all area but due to the security reason the site we cant open it .. so are there any way to open such site... once one of my frnd send me link but i cant open it its blocked by the government. what i do to open it plz advice.
