The way I get around the problem is by going to Add/remove programs and deleting Flash Player. When I reinstall it works fine.
This seems to happen everytime I go to Tools/Internet Options and delete Cookies,Temporary Internet Files, and History, so something must be getting deleted that screws things up. It doesn't affect Flash Player in Firefox though.
