currently i have DSL service. but am moving in a month, and they don't have DSL capabilities where i'm moving. i am planning on getting directv but if i can't get dsl i'm going to have to get cable internet access. is it possible to get cable internet access and have directv (satellite) tv service?

I think it depends on the cable company

And Also I believe you can get internet through your sattelite company...I have no Idea how cost effective that would be.

It's not cost effective at all. The last time I checked, DirectWay(DirecTV) was around $75/month for 512kb/s downstream (not sure about upstream). You also have to buy the equipment which is $500+. They're pretty much just testing their service and making improvements right now. I'm sure satellite internet will be a real option in the near future.
